LOU’s Mission is to provide a window of opportunity to the rich array of quality instructional resources available to on-campus students’ to any student where and who are committed to higher education but are unable to attend the campus offering their programs of choice.

LOU’s Vision is to provide for our students’ necessary platform to achieve their goals through offering outstanding education vide best online educational experience possible. We aspire to produce graduates, with exceptional knowledge, professional skills with confidence, readiness and highly effective qualification.

The opportunity to provide Technology Enhanced Open and Distance Education in Nigeria stemmed from the limitation of time and space in Nigeria’s brick and mortar universities. Relevance
Access to quality education in Nigeria has been a challenge for many years. According to the NUC Executive Secretary, Professor Abubakkar Adamu Rasheed, “The future direction of university education delivery will revolve around private investors….This is an indication that most of the resources for university education delivery will come from the private sector, hence more private universities in Nigeria.

Objectives
It is the intention of the University to supplement the efforts of governments in providing additional places for university education. Emphasis will be placed on areas of training that are suitable for self-employment creation and on those that have relevance to social, cultural, economic, scientific and technological needs of Nigeria. The academic objectives of the university include:

• To provide access to university education for thousands of qualified candidates who cannot be accommodated in the existing universities. The strategy for achieving this objective includes provision of appropriate technologies, physical facilities, and human capital.
• To act as a centre of academic excellence that will stimulate accelerated development through research and manpower development. This objective will be achieved through attraction, motivation and retention of good quality staff. The selection of staff and students will be very competitive so as to attract the best brains. The staff will be motivated through attractive salary packages and good working environment.
• To provide courses of instruction and other facilities for acquisition of knowledge in select fields. To achieve this objective, the University will establish select colleges and departments. The goal will be to stay focused on degree programs that are marketable and for which the university can become a center of excellence.
• To provide opportunity that would promote morals, national unity, excellence and service. The University will, as a strategy for achieving this objective, create opportunities for moral/religious influence for its staff and students. There will be the integration of Faith, Life and Learning.
• To promote international cooperation through linkages in pursuit of research, staff and student exchanges. Avenues will be explored for linkage arrangements with reputable universities within and outside Nigeria.
